Senate Bill 224 was a California bill enacted back in 1977. And what it did was provide some benefits for those prisoners who worked at certain prison jobs or took qualifying prison vocational programs, and then couldn't find jobs after release. If this doesn't describe you, and you're not in California, then you can't collect. And that's assuming this law is still in effect.
