It’s so simple. Machinery has its own importance but still it can never work like human beings. In many departments of different firms the duty of labor force can't done by machinery. Because human beings have specific skills for doing their work. For better improvement and development, every organization must have a human resource department in it.

Organizations need Human Resource Department (HRD) to play a major role in staffing, training, and helping management to increase Probability of the organization yielding profits in the future, Preparing Manpower Budget,  Maintaining Staff Database and to possess better communication among employees to make specific working skills effective. The human resources department provides guidance and leadership qualities to various departmental heads. In addition, it helps other departments within the same company in carrying out effective decision making, and monitors and evaluates the recruitment of employees into the organization.
For better improvement and development, every organization must have a human resource department in it.

It is to simple , because all organization needs to achieve goals with a effective way , so the organization divide all the goals in separate teams just because of the organization wants to access all objective with out leaving one and also apply all polca  functions just for best result ..... At the end they get great result , and every employ is happy to manage a direct work which is given to him or her , thats why organization create departments.
