The role of the Human Resource Department is dual in that it works from two perspectives. One, of the employee and two, of the employer.
The HR ought to (a) optimally use the employees attributes, personal and / or professional, for the financial benefit of the employer, and (b) ensure that the employee receives all the promised benefits from the employer.
The future / growth of the employee (especially if the future lies else where) is at best, of pontificative value.
