If I Owe Federal Taxes Will The IRS Take My State Taxes?

I was told today by H&R Block, the IRS can take your state return if you have money coming back. I owed the IRS 3000 last year and am currently making payments of 200 p/mo to them, and now just found out that I owe 1400 this year, but am getting a 1400 return from state. The H&R Block consultant told me that the IRS can garnish that 1400 from state and apply it towards what I owe them. So uh, yeah...totally pissed!!!

I don't know I owe them 3100 dollars and I am scared shit less cause I don't have the money.  I am tempted to tell them to call up exxon and get my 3100 from them from when I paid 4.20 for a gallon of gas.  I'm moving to canada.
