According to the Ct DOL web site, the State is now eligible to receive tier 4 benefits because the unemployment level for this state has averaged 8.5% or more during the last the months. I do not believe this includes January. Also, it is still not clear if this state will (or even still has the option to) choose to implement the Federal Tier 4 program before the State High Extension Benefits Program, as they chose to do with the Tire 3 program. I think this is the deal.....there is still time for the January unemployment rate to be part of the required 8.5 percent. Currently, an unemployment rate below 8.4 will disqualify CT when the January 2010 rate is publicized
