According to the Ct DOL web site, the State is now eligible to receive tier 4 benefits because the unemployment level for this state has averaged 8.5% or more during the last the months. I do not believe this includes January. Also, it is still not clear if this state will (or even still has the option to) choose to implement the Federal Tier 4 program before the State High Extension Benefits Program, as they chose to do with the Tire 3 program.
