Yes after you finish your tier 3 13 weeks of ECU my balance just kicked in for 6 more weeks

I will have exhausted my 22weeks unemployment benefits on 4/1/2011.  Will I have to reapply for EUC08 benefits?

Extended Emergency Unemployment Compensation:
The Emergency Unemployment Compensation (EUC08) Program passed in 2008 by Congress provides up to 53 weeks of federal unemployment insurance benefits to qualified claimants who have exhausted the 26 weeks of state unemployment insurance benefits. The 53 weeks are provided under four separate Tiers of the EUC08 program, with Tiers 3 and 4 dependent on the Total Unemployment Rate (TUR), as determined by USDOL. Under the stimulus program, the 100% federally-funded EUC08 program will apply to claims filed by February 28, 2010, with payments on those claims ending on July 31, 2010.

Federal EUC08 Tier 1 = 20 weeks
Federal EUC08 Tier 2 = 14 weeks
Federal EUC08 Tier 3 = 13 weeks (TUR = 6.0% -- CT triggered on effective 11/8/09)
Federal EUC08 Tier 4 =   6 weeks (TUR = 8.5% -- CT triggered on effective 1/3/10)
