The laws, regulations and requirements to collect unemployment benefits will vary by state. If your employer lets you go due to an inability to provide you with any hours, I would think you would qualify in most - if not all - states.

I would start by finding your state's official web site and searching for their unemployment page. If your state does not allow you to apply for benefits online, it should at least be able to direct you to the nearest office to apply in person.

Keep in mind that unemployment benefits typically pay only a fraction of the salary you are currently making, and you will have to provide regular - usually weekly - proof that you have been applying for jobs. Your state may impose additional regulations as well. If you fail to meet their requirements, they will stop paying the benefits.

Ultimately, though, my advice would be to start looking for a new job ASAP if your current emloyer is cutting your hours. Unemployment beneifts may help keep a roof over your head for a while, but they won't make you rich and should be treated as a last resort. If you have work experience and are capable of holding down a job (and it sounds like you are) there is no reason you can't find someone else to hire you.

Make a resume that highlights your skills and experience, find a company or companies you want to work for, tailor the resume to their job requirements and start sending it out. Go to career web sites like Monster, HotJobs, CareerBuilder, etc. to search for jobs and for help with your resume. It may take awhile, but keep at it and you'll be fine.

If you need the unemployment benefits to keep you afloat in the interim there's nothing wrong with that; just make sure the point of your job search is to find a job you like and not just to keep the unemployment benefits coming in.
