No they will deduct it first then you can file after the weeks they allocate for it are up. But you need to file and report the severance pay as income for the to do that and they will tell you when to start filing claims again.
The only way to avoid your severance pay from effecting your benefits is if it is allocated as your last paycheck before you are done. If you are paid after your last day then they will count itr against you. Also WARN pay will be counted against you.
