Well, first you need to have a business plan. If you need financial support, then you might want to consider taking out a loan or applying for a grant. For the latter one, you will need to present a business plan.

You also need to think about where your business premises are going to be. Obviously working from home would be better, as you won't have to pay any rent. But if you are planning to set up somewhere else, then you need to make sure you can afford it, and that the place is big enough for your purposes.

You need to think about how big you want your business to start out. Think about whether or not you will be able to manage if you are running it alone.

Then there's advertising. You need to advertise your business in order to generate interest. Set up a website. Create some leaflets. Place adverts in newspapers and get your name in the phonebook.

To begin your business, you will need to set up a business location(even if it's out of your home) and figure out exactly what you want to do. As you know, most people who begin a business are usually selling tangible items.
After you figure out what you are going to do and where your business will be located, then you would need to figure out what licenses and permits you would need in order to run a legitimate business. When I began my at home on-line business, I found out through this one company that I would need a business license, a home occupation permit, a DBA, and a seller's permit. You should really check out this site because it will help you with finding out exactly what you need. And if you call in or go to their live chat, the people there are really nice and helpful!
