A major problem is that, as this is carried out by someone within the organization, it has to be subjective to some extent however hard the line manager etc tries to be objective. In some cases it can even be used unfairly to deprive someone of a promotion, get them into trouble etc. There can also be a lot of 'jumping through hoops' involved rather than genuine development.
