Consumers and their marketing environments are definitely mutually inclusive!

A marketing environment is described as "factors/ forces that influence a company’s ability to create and nurture a profitable relationship with its customers.

So without customers (or consumers) that would be a very one way relationship!

I too have studied marketing and I think considering one can speak about the "consumer marketing environment" as a single entity, this means that the two concepts are linked together in some way.

I don't know if it will help in understanding the link between consumers and the marketing environment, but we created a group slide that discusses various marketing environments as a project for our module.
