In SA you don't need a License anymore, we changed the law in 1994 so the previously disadvantaged people can sell non perishable things as well as fruit and Veggies on the street to make money for themselves but they have to go to the Local Government and they would give them a permit to be able to sell their things in a specific designated space, they can't just stand where they want to, they will be told where to stand in order to sell their goods, if you don't have that permit then your things will be taken away from you, it doesn't cost you any money to get the permission
