Some factors that influence pay structures include what employees perceive is fair and what other individuals in the same grade classification doing similar work are doing.
In my organization we call it internal equity. We try to align the salary appropriately by looking at the individuals current salary, education, years experience and comparing them to others in the same grade for the same or similar job titles. We also compare grade levels one above and one below to see how this impacts them. This helps us to determine salary for that individual.
