Where I'm at, I do believe, if you are driving and you collide with another car whom the driver does not have insurance, your insurance company will cover up to whatever amount you have your plan for for any damage done to the person's car and medical expenses and you are responsible for covering anything beyond that.
Now if someone who is not carrying insurance and collides into you, they pay out of pocket expenses for vehicle damage, any medical expenses, plus their own vehicle damage and medical expenses, etc. In other words, they are screwed. Big time.
