I believe it is Russia. They are at less than 1% of USA's debt. Don't quote me but I think USA has a debt of ober 8or 9 trillion whereas Russia's debt is about 70 or 80 billion. ...Incredible, huh?

I don't think it is Russia. It is Maxico. From report of UN Maxico is the first number in debt Ratio. But they declare previous report...so it can be changed in current year.
