" As Is" refers to the current condition of a property. E.g if a person decides to sell his house and he has no heating system installed and the legal document says "as is" that means that the buyer has agreed to buy the property on "as is" basis (with no heating system) and he can not make claims once the agreement has been signed.

"As is" doesn't apply to renting property because the condition of the property is continually aging and needing repair. Write a certified letter - return receipt required and state what is wrong with the building and appliances and what needs to be fixed. Contact your local renters rights organization and see what the remedies are in your state. Depending on your state you can do one of several things: Get out of you lease because of the disrepair, repair the items yourself and deduct the money from the rent or refuse to pay rent until the items are fixed.
