The Housing Choice Voucher Program - formerly known as ‘Section 8’ (as it was more commonly known as the US Housing Act), has been designed to assist low-income families by providing vouchers. These vouchers are either ‘project-based’ or ‘tenant-based’. The first term means that the voucher can only be used in specially-designated apartment complexes whereas the ‘tenant-based’ vouchers allows the user to choose a unit in the private sector.  This program allows individuals and/or families to lease a unit and pay a portion of the rent - as determined by income but generally no more than 30 to 40 per cent. There’s a good overview of the project here: en.wikipedia.org/wiki/Section_8_%28housing%29

Meanwhile, www.hammondhousing.org/id2.html seems to suggest, that it supports 751 vouchers in Hammond. And because of the high rate of low-income families there is a long waiting list, since even when you apply you have to submit to and pass a criminal background check. Once you have received help from the Housing Authority for one year, as a current participant you are able to move to another part of the US and apply for vouchers under another Housing Authority. Also, on receiving your voucher, you may use this voucher and transfer to another Housing Authority in the US. But currently Hammond is not taking in any portable vouchers, and recommending that you should first contact the City of Hammond instead.

Using the information about the project from the wiki page and the information above you should have a better idea of what to expect if you enter the application system.
