Planning is no longer a fashionable concept particularly after the collapse of socialism in the recent past. The importance of planning, however, has not minimized in anyway. It is still provides the quickest possible route to a rapid economic growth in developing countries and a ray of hope for their poverty-stricken teeming millions. Planning is indispensable of human satisfaction. It brings as business, education, career, vacation, travel, traffic and even matrimony.
Talking about origin of planning techniques in economy is generally attributed and traced back to the Bolshevik revolution in Russia in 1972. The annual o\plants at micro level appeared immediately after the revolution from May-June, 1918 on wards. These were essentially plans for individual industries. This period also coincided with the First World War and planning during this period, was called war-time planning. After the need of the war, a period of peaceful socialist construction began with the introduction of the Goelro plan in 1920 which primarily focused on rural electrification and covered a period of 10 to 15 years. This was the first long term economic plan in the world on the scale of entire economy. The national planning commission of USSR known as GOSPLAN was set up in February, 1921. The era of medium term plans or five years started in 1928-32 aimed at industrial development and reconstruction of agriculture along socialist lines.
