I'd say one of the most important characteristics of an effective HR department is freedom and openness. Yes, the job of an HR department is to maintain order and make sure employees behave in the best way possible for the success of the entire business.

But at the same time, it must be able to do this by promoting communication, freedom, openness, and a sense of community among the workers. If it can do all of these successfully, then it is definitely an effective HR department.

Getting all these from your HR department may be hard. For my business, I chose to go with HR Consultants Hampshire for my HR needs, and the expertise, experience, and technological innovations I received were mind-blowing, to say the least.
