Unfortunately the error is a bit generic and had to search for, because Error 1920 is the standard windows error code for any service failing to start.
But the solution actually wasn’t that complicated after all.
The error arises because the QuickBooks Database Manager scans installed hard drives for company files in order to create a connection to those files. Because the service tries to access a drive on the desktop and was unable to, it cannot start correctly.
