As I recall, some people who were using it were getting bald spots on their heads.

Did WEN cause this, I have no idea. Up to the courts I guess, if there is a class suit.

According to the New York Daily News on December 15, 2015:

WEN Lawsuit Hair Loss: 200 woman have filed a class action lawsuit against WEN who claim the product causes hair loss, breakage, scalp irritation and rash. The complaints have been building up for over a year against the popular hair care line.

The class action lawsuit states that WEN advertisements are misleading and Guthy-Renker “reinforces its false statements” that have led women to buy the products thinking it would produce positive results.

A spokesperson for the product said, “Importantly, there is no scientific evidence whatsoever to support any claim that our hair care products caused anyone to lose their hair. There are many reasons why individuals may lose their hair, all unrelated to WEN hair care products. We intend to vigorously contest the allegations made against our products.”

WEN hair care has been accredited by the Better Business Bureau since 2008 and currently holds an A+ rating. More than 750 complaints against WEN hair care were closed in the last three years, including 270 in the last year, the BBB states.

The popular products have garnered four-star ratings on Amazon.com, but some customers state that there are two different versions of WEN products — those distributed by Guthry-Renker, and those sold online.
