When home brew was legalized in 1978, was it taxed?

According to this article, home brew won't be taxed for private or home use. It's a little vague about sales though. I didn't see anywhere it was taxed.

I know in OR/WA it is not taxed for personal use ... And until recently, you couldn't sell it without going through a state-owned liquor store.  At which time it was taxed, as any other alcoholic beverage.
