Most can't but which is also why they have internal security personnel who look for things and people that just arent right and most Managers are taught to be on the outlook for "bad" employees or disruptive ones and try to straighten them out. Sometimes employees themselves are the best eyes and ears a Manager has in the workplace and many have an open door policy to report such things
