As per the 2003 Licensing Act liquor licensing powers have been shifted from the Magistrates' Courts into the purview of the local authorities known as the "Licensing Authorities". This applies to all people who are selling alcohol, providing entertainment and provides late night refreshments. The two types of licenses required are a Premise License and a Personal License. There are also certain types of 'responsible authorities' which have to be notified of licenses that are being applied for. These authorities include the environmental health service, police, trading services, child protection services and fire and rescue.

The reason for these rules is the prevention of crime and disorder, public safety, protection of children and preventing nuisance to the public.
