The 5th copy or Copy 2 goes to the recipient as well, so that they can file it if they live in a state with state tax. I also make an additional copy of Copy B as a courtesy to the recipient, so that the recipient has a total of 3 copies, 1 for their federal taxes, one for their state, and the 2nd copy of copy B for their records.
