Celebrity endorsement is not always effective. It highly depends on the image of celebrity.
If a celebrity is more engaged in action movies, wrestling (like WWF etc) or sports then they might be selected for endorsing products related to bikes, cars, energy drinks and sports equipments etc can be effective.
But If the celebrity's image is distorted due to any reason like action stars (including wrestlers, sportsmen and movies actors etc) using performance enhancement medicine to show their efficiency, Then it is possible that their endorsement might be of little or no use and might bring bad name to organization.
Another factor is rate of success of celebrity. The more successful and famous a celebrity is, more the chances are of his effectiveness in product endorsing.

Not always. When Jessica Simpson made a commercial for Proactive, she said it's the number 1 product sold. Then Hayden Pennitere comes along, and smokes proactive in her Skin ID commercial. (I always knew proactive sucked).
