Go the agency/organization that issued your original card to you, and they will check their records to see if your authorization is current and if so, they SHOULD issue you another card, either free of charge, or for a very nominal fee, such as under $5 (just to cover the cost of printing the card itself).  If possible, get TWO cards and keep the second one in a very safe place in your home, so when you lose it again, you will always have another one at home.  I have been told that it is NOT ILLEGAL to make a color photocopy of your card and carry the photocopy with you.  As long as the authorities know that you have a current card somewhere, they won't complain about it.
