Persuasion (conviction) lies at the heart of proposal writing. You seek to get your reader to do something, to accept your written plan for completing a task. It matters little whether your proposal is a memo or a full document.

Purpose of Proposals:
The purpose of a proposal is similar to that of a recommendation-justification report, both aim to solve a problem, after a procedure, find answer to questions, after advice and training, or conduct research on a topic of interest. Basically a requester is concerned with one question: Will the proposal as stated meet our needs? May be such types of proposal are given:
-> To sell property, such as airplanes, machine, buildings.
 To construct parking structure, building, bridges, water system, etc.
-> To survey water areas for possible oil fields.
Although the above topics are large in scope, smaller projects are also made known to individual and corporation:
-> Improving engineering and just-in-time (JIT) performance within a company.
-> Communication strategic issues throughout the company.
-> Preparing international managers for work in Asia.
-> Planning and basic research before developing an automobile factory.
-> Constructing—as a subcontractor—buildings as part of a large project.

There are two major Kinds of Proposals:
1.Research of Proposals
2.Business Proposals.

Numerous group solicit proposals; the federal government one of the largest requesters for proposals. These requests may appear in trade publications or newspapers, or on occasion a request for proposal is directly toward a company with specific expiries. Proposal topics are varied like;
• To sell property, such as airplane, machines, buildings.
• To construct parking structures, building, bridges, water system, complete power plants etc.
• To survey water areas for possible oil field.
• To plan and construct airport baggage conveyor systems.
• To clean up the ground soil at military airport.
Although the above topics are large in scope, smaller projects are also made known to individuals and corporations:
• Improving engineering and just in time performance within a company.
• Communicating strategic issues throughout the company.
• Preparing international managers for work in Asia.
• Planning and basic research before developing an automobile factory.
• Constructing as a subcontractor building as part of a large project.

Thus the purpose of a proposal is similar to that of a recommendation justification report, both aims to solve a problem, alter a procedure, and find answers to questions, offer advice and training, or conduct research on a topic of interest to both parties.
In some proposal submitted to a requesting agency or a company are also sent to outside readers or a review committee. Theses experts evaluate and can make recommendations concerning the credibility of the proposal, the legitimacy of the proposed benefits of the proposed services, the worthiness of previously produced products and other relevant topics. Basically a requester is concerned with one question: will the proposal as started meet our needs? Money is the main medium of exchange, but some firms also follow barter system.
